License.html has to be uploaded on your serrver into main toolbar distribution folder.

NOTE: by using the toolbar_builder.bat, key_gen.exe or key_genb.exe utility you 
understand:
1) that the license do not give you the rights to resell or rebrand Toolbar Builder. In case you 
need to be able to Resell or Rebrand toolbar builder service please contact 
rebrand@besttoolbars.net. 
2) that the above software has a code inside that is aimed to verification of the above 
restrictions.
